1. Steps to reproduce

Install OmegaT using Windows exe installer (without JRE) overwriting previous installation.
- From 2.2.0 to 2.2.2
- From 2.2.2 to 2.2.3

2. What I expected to see

Customized Omegat.I4J.ini remains after installation.

3. What I saw instead

OmegaT.I4J.ini was overwritten by default one.

Fixed in SVN (/trunk).

Now, Omegat.I4J.ini will only be installed if it doesn't exist in the target.
The fix is valid for both with and without JRE versions.
