It was published today on ISO’s website a press release announcing that “…The two ISO and IEC technical boards have given the go-ahead to publish ISO/IEC DIS 29500, Information technology – Office Open XML formats…”, stating that “…None of the appeals from Brazil, India, South Africa and Venezuela received the support for further processing of two-thirds of the members of the ISO Technical Management Board and IEC Standardization Management Board…. ” That’s it, accepting the recommendation of the ISO Secretariat (use the link to also read the full appeals). Moreover, if the ISO secretariat recommend something different than that, wouldn’t they be publicly stating their guilty?

The press release don’t mention the arguments used to reject the appeals, and don’t provide any aditional information or arguments about the appealed items. The ballot listing ins’t also disclosed. As I already wrote earlier, the curtain of smoke that is covering and covered this whole process, works again in favour of those who enjoy the obscurity.

There’s a simple question that comes on my mind: What would happen if this appeal had been presented by England, United States, Germany and France? Do you believe that he would be summarily ignored as it was?

Brazil, India and South Africa were treated as second-line countries during the BRM, and together with Venezuela, the four were now treated with irrelevance again. This is for me a clear and concrete signal: ISO IS NOT ANYMORE THE APPROPRIATE AND LEGITIM FORUM TO DEAL WITH THE STANDARDISATION NEEDS AND ASPIRATIONS OF DEVELOPING COUNTRIES.

The entity was created in the “industrial era” and at this moment, presents clear signs of inadequacy to the “information era” in which we live. It is clear to everyone involved on the DIS 29500 (OpenXML) analysis process that it was distorted by commercial and business interests, presenting to all who want to see, the ways in which corporations influence in decisions that are theoretically of national sovereignty (and not corporate ones). It is also clear the forced legitimacy of a mistaken process, through the participation of many countries, even though most of them have only the right to AGREE. If not fulfil their role and DISAGREE, they are ignored as we were.

As a Brazilian and as a person who lost a year of life working seriously on it, I can only feel offended and attacked with this decision.

I believe that the time has come for developing countries unite to build an International Standardization Institution that is appropriate to our reality, that understands our problems and aspirations and that treat us with the minimum amount of respect and dignity. Enough to be being used to legitimize the desires of someone else. While we’re in developement, we have the unique opportunity to develop (and change) the world and, we cannot let it go away.

I would also like to invite all those people and organizations in developing countries or not, that want to build a more just and equity based world, to unite us all in this initiative. Throughout all this process, I’m really tired of seeing good people being silenced and I believe we need and must do something about it.

Since I’ve lost a year of my life being used to legitimize such an atrocity, I’ll pleasuring spend the other ones that left me to work seriously to provide that this never happens again, and create an International Stadardization Institute that has the justice and equity as basic premises, is in my opinion the first step. We live on a Globalized world, and we all have things to learn with each other: let us give a chance to ourselves.

I thank the friends from India, South Africa and Venezuela that, as Brazil, did not accept the rule of ALWAYS AGREE and fought until the last moment simply to be heard. If they don’t want to hear us, it is because we are talking to the wrong people. Enough to spend our scarce resources and our energy with these people.

Let us build a better world. Lets go to work.

In order to clarify to the general public the impacts of open standards for office documents on Communications Networks, Sergio Amadeu (Cásper Líbero College) recorded a chat with me (Jomar Silva) and Deivi Kuhn (SERPRO) to talk about the currently existing office document standards and their importance.

On the video, that can also be accessed here, we talk about the problem of lack of interoperability between office document formats, ODF and its benefits and also about OpenXML. Seeing that me and Deivi was part of the whole OpenXML evaluation process in Brazil, and also members of the Brazilian delegation at OpenXML’s BRM in Switzerland, we take the opportunity to clarify the episode that became known as “standards war”, involving the evaluation of OpenXML by ISO.

The duration of the video is approximately 50 minutes and one of the reasons that led us to publish it on Google Video is that there it can be completely seen (on YouTube it would be broken on 6 episodes… it would looks like Warner Channel stuff, with seasons and so on… : D ). Moreover, on Google Video you can download the material, already adjusted for iPod and similar.

I want to thank Sergio Amadeu for the opportunity and the team of Cásper who worked in the production of video. I also thank Deivi which managed an way to give us 1 hour on his agenda to record this in Sao Paulo.I’m sorry but the video is in Brazilian Portuguese and if someone wants to subtitle it to English or Spanish, will be welcome.I’m waiting comments (and any questions too).

Art. 22.

    I – manter em ambiente controlado e de segurança, pelo prazo de 3 (três) anos, com o objetivo de provimento de investigação pública formalizada, os dados de endereçamento eletrônico da origem, hora, data e a referência GMT da conexão efetuada por meio de rede de computadores e fornecê-los exclusivamente à autoridade investigatória mediante prévia requisição judicial;

II – preservar imediatamente, após requisição judicial, outras informações requisitadas em curso de investigação, respondendo civil e penalmente pela sua absoluta confidencialidade e inviolabilidade;

O segundo parágrafo é a cerejinha do bolo.

I haven’t posted anything in recent days on my blog because I’m anxious and tense about the appeals that were sent to ISO regarding OpenXML (and when I am anxious and tense, usually I’m not very rational with the stuff I write).

Next Monday is the the deadline to members of ISO’s TMB and IEC’s SMB to send their votes and decide the future of the appeals submitted by Brazil, India, South Africa and Venezuela. Using a simple, but a very simple approach, there are two options: discard them or take them forward.

For those who want to understand better and have more details regarding this vote, I recommend reading this post on Rob Weir’s blog (he is always rational with the stuff he writes ). It is also Interesting to still see the Rob’s view about this whole mess, because he is a JTC1 member and also was present at the BRM, with US delegation.

It is obious that I would like to write much more stuff here, including my guess on the outcome and the explanations for it, but learned in recent months to have more patience with things… and it sucks !!!

As soon as I receive news about the result, I’ll post here.

Since I participate in the Brazilian group that analyzed the OpenXML, I have the distinct impression that a hidden agenda have guided the decisions of the JTC1 and more recently the SC34 at ISO.

Not so long ago, the major evidence for me was the number of countries that changed their votes in the last days OpenXML voting, signaling a major political agreement for the approval of standard, but now, a few months later more strange thing is happening.

The last of them is that we in Brazil, and all other NBs, will have to cast until July 29, our vote regarding a proposal for a “new work item” at SC34, which deals with the translation between ODF and OpenXML documents. If this proposal is approved, it will be generated by SC34, trough an “accelerated process”, a technical report on the subject.

I think this discussion is really natural, but we need to observe a simple detail: “The approval of OpenXML as an international standard is under appeal !!!”.

I think that this doesn’t smells good, for the seriousness that is expected from ISO. It seems that the appeals were already REJECTED, and anyway, JTC1 and SC34 have already given very clear signals, in recent months, that they do not care about ISO decisions and directives (and worse, who remains silent, consent).

In other words, once again, completely ignoring the reality, and the pretending that OpenXML is in fact an ISO standard and that moreover, that its final text has already published, the SC34 asks us now to examine a proposal to work in translation between him and ODF. The proposal actually came from Germany (DIN), which has the support of France (AFNOR) and the Ecma TC45, but was accepted by the SC34 with naturalness.

Funnier than this, JTC1 already has two working groups dedicated to fix OpenXML (yes, ISO now has Service Packs too… you know the market: launch now and repair latter).

One of those groups is dedicated to fix problems in OpenXML, and will have its first official meeting in the next days, and the other one is dedicated to collecting problems identified in OpenXML and submitted to JTC1/SC34 by NBs.

The absurdity of this all, is that we are now internationally discussing whether or not we accept to work on a technical report about the translation of a standard that already exists (IS 26300), to a standard that we really don’t know if will really exist (IS 29500), or did ISO’s decision about the appeals have been taken, and the countries that have appealed not yet been notified ? Here in Brazil, I assure that we still waiting the ISO answer.

I consider that more absurd than that, are the comments that I’ve heard from a few members of the Technical Group (GT2), which analyze that issue in Brazil, defending the approval of the new item of work. Do they have some information that I don’t have? Do they have the final version of OpenXML’s text?

Again, our GT2 coordinator, Mr. Gebara (Microsoft) - an excellent and serious professional, is doing a very good job, because there are a bunch of humorists on our group that always try to make a Monty Python tale on our decisions !

I put emphasis again in this episode, on something that I already blogged about in other opportunities. Throughout the discussion on the OpenXML at ISO, I’ve seen people put the interest of his country, his reputation and even its seriousness in the background, with the main focus on their commercial interests and partnerships. I don’t believe that those are the best values to be considered in an international standards process.

With all that written, I finally conclude that the globalization has reached its next cycle:

1.We’ve globalized corporations
2.We’ve globalized people
3.We’re globalizing the stupidity

We’re really a very complicated generation… aren’t we ?
