Kevin Stitt\u00a0has signed, their impact on students and what lawmakers may focus on in 2027.\u00a0<\/p>\n\n\n\n<h2 id=\"h-oklahoma-lawmakers-ensure-students-nbsp-receive-nbsp-reading-help-earlier-nbsp\" class=\"wp-block-heading\"><strong>Oklahoma Lawmakers Ensure Students&nbsp;Receive&nbsp;Reading Help Earlier<\/strong>&nbsp;<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">In response to stagnant National Assessment of Educational Progress (NAEP) scores\u00a0in 2022\u00a0that showed\u00a0just\u00a0<a href=\"https:\/\/nces.ed.gov\/nationsreportcard\/subject\/publications\/stt2022\/pdf\/2023010OK4.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">24% of fourth grade students<\/a>\u00a0in Oklahoma\u00a0are\u00a0at or above\u00a0<em>NAEP Proficient\u00a0<\/em>in reading, lawmakers in 2024 set out to\u00a0<a href=\"https:\/\/excelinedinaction.org\/2024\/05\/30\/oklahoma-leaders-pass-early-literacy-policies-to-improve-reading-outcomes\/\" target=\"_blank\" rel=\"noreferrer noopener\">strengthen early literacy with SB 362<\/a>.\u00a0Provisions of the law included:\u00a0<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>A ban on the harmful three-cueing\u00a0reading\u00a0instructional method in schools.<\/li>\n\n\n\n<li>Screeners for K-3 students three times per year.\u00a0\u00a0\u00a0<\/li>\n\n\n\n<li>An intervention plan and parental notification for students in grades K-3 who\u00a0exhibit\u00a0a reading deficiency.\u00a0<\/li>\n\n\n\n<li>Summer reading camps for struggling fourth grade students.\u00a0<\/li>\n\n\n\n<li>A requirement for students in teacher preparation\u00a0programs for early childhood and elementary education programs\u00a0to\u00a0pass a reading instruction competency exam.\u00a0<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">In\u00a02026,\u00a0Gov. Stitt,\u00a0Speaker Kyle Hilbert and Sen. Adam Pugh\u00a0championed\u00a0<a href=\"https:\/\/www.oklegislature.gov\/BillInfo.aspx?Bill=SB1778&amp;session=2600\" target=\"_blank\" rel=\"noreferrer noopener\">SB 1778<\/a>,\u00a0which makes <a href=\"https:\/\/excelinedinaction.org\/2026\/04\/21\/oklahoma-strengthens-early-literacy-policy\/\" target=\"_blank\" rel=\"noreferrer noopener\">important updates<\/a> to <a href=\"https:\/\/oklahoma.gov\/education\/services\/literacy-policy-and-programs\/strong-readers.html\" target=\"_blank\" rel=\"noreferrer noopener\">Oklahoma\u2019s Strong Readers Act<\/a>\u00a0to\u00a0advance\u00a0a simple goal: catch reading problems early and respond with instruction that works. The bill strengthens\u00a0evidence-based instruction, parent notification,\u00a0literacy coaching\u00a0and\u00a0interventions and\u00a0includes a\u00a0third grade\u00a0promotion gate\u00a0for students who need extra time to become proficient readers.\u00a0<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Students&nbsp;who struggle to read by the end of third grade&nbsp;are&nbsp;more likely to struggle in every subject that follows. The new law gives schools clearer expectations for&nbsp;identifying&nbsp;those students and&nbsp;providing needed interventions&nbsp;before the gap widens.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Additionally,\u00a0preservice teachers\u00a0are required to\u00a0learn about\u00a0the harmful effects of three-cueing and how to provide\u00a0reading instruction using high-quality instructional materials grounded in the science of reading.\u00a0With these comprehensive policy changes,\u00a0Oklahoma\u2019s\u00a0more than\u00a0685,000 public school students\u00a0stand to\u00a0benefit\u00a0from stronger\u00a0literacy instruction.\u00a0<\/p>\n\n\n\n<h2 id=\"h-oklahoma-lawmakers-build-on-high-quality-math-instruction-nbsp\" class=\"wp-block-heading\"><strong>Oklahoma Lawmakers Build on High-Quality Math Instruction<\/strong>&nbsp;<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">In 2025,\u00a0Oklahoma\u2019s\u00a0NAEP\u00a0data\u00a0sounded\u00a0the alarm on the need to strengthen math instruction statewide. With\u00a0<a href=\"https:\/\/nces.ed.gov\/nationsreportcard\/subject\/publications\/stt2024\/pdf\/2024219OK4.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">31% of fourth grade students<\/a>\u00a0and only\u00a0<a href=\"https:\/\/nces.ed.gov\/nationsreportcard\/subject\/publications\/stt2024\/pdf\/2024219OK8.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">17% of eighth grade students<\/a>\u00a0at or above\u00a0<em>NAEP Proficient\u00a0<\/em>in math, lawmakers\u00a0recognized the need to\u00a0prioritize\u00a0early screening and timely intervention in\u00a0early grades to put every student on a stronger path to math\u00a0proficiency.\u00a0<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Oklahoma\u2019s&nbsp;<a href=\"https:\/\/excelinedinaction.org\/2025\/05\/29\/oklahoma-passes-comprehensive-math-education-bill-to-strengthen-student-achievement\/\" target=\"_blank\" rel=\"noreferrer noopener\">Math Achievement and Proficiency Act<\/a>&nbsp;expanded&nbsp;access&nbsp;to advanced math for students who are academically ready, requires universal screening for students in grades 2-5 and&nbsp;provides individualized interventions for students who need&nbsp;additional&nbsp;support.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This session,\u00a0Sen. Ally Seifried\u2019s\u00a0<a href=\"http:\/\/www.oklegislature.gov\/BillInfo.aspx?Bill=SB1360&amp;session=2600\" target=\"_blank\" rel=\"noreferrer noopener\">SB 1360<\/a>\u00a0builds on the\u00a02025\u00a0<a href=\"https:\/\/oklahoma.gov\/education\/services\/standards-learning\/mathematics\/math-achievement-profiency-act.html\" target=\"_blank\" rel=\"noreferrer noopener\">Act<\/a>\u00a0by giving math teachers access to evidence-based professional development and creating an Office of Mathematics Improvement within\u00a0the State Department of Education.\u00a0<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Students need strong math instruction&nbsp;from day one,&nbsp;long before high school graduation requirements or career pathways come into view. Better teacher support and a more focused state role can help schools make math improvement more consistent from district to district&nbsp;statewide.&nbsp;<\/p>\n\n\n\n<h2 id=\"h-strengthening-nbsp-oklahoma-nbsp-charter-schools-nbsp-and-education-choice-nbsp\" class=\"wp-block-heading\"><strong>Strengthening&nbsp;Oklahoma&nbsp;Charter Schools&nbsp;and Education Choice<\/strong>&nbsp;<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Sen. Pugh and Rep. Rob Hall\u2019s\u00a0<a href=\"http:\/\/www.oklegislature.gov\/BillInfo.aspx?Bill=HB3372&amp;session=2600\" target=\"_blank\" rel=\"noreferrer noopener\">HB 3372<\/a>\u00a0tackles one of the most persistent challenges for charter schools:\u00a0affordable\u00a0facilities. The\u00a0law\u00a0creates a\u00a0low-interest\u00a0revolving loan fund for charter schools in their early years.\u00a0The state will\u00a0also\u00a0provide\u00a0mature charter schools\u00a0with\u00a0financial\u00a0backing\u00a0so that they\u00a0can secure\u00a0long-term\u00a0private\u00a0financing\u00a0at much lower interest rates.\u00a0\u00a0<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">With this combination of policies, states like\u00a0<a href=\"https:\/\/www.bluum.org\/wp-content\/uploads\/2024\/12\/Idaho-Facility-Financing-Report-2024-.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Idaho<\/a>\u00a0are helping\u00a0charter schools\u00a0ensure\u00a0funding intended for instruction does not pay for facilities costs.\u00a0The adoption of\u00a0these\u00a0policies\u00a0will allow\u00a0Oklahoma\u2019s charter schools\u00a0to\u00a0grow\u00a0and maximize their investment in\u00a0the classroom, impacting nearly 20,000 students\u00a0statewide.\u00a0<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In addition, lawmakers in 2026 provided an increase\u00a0to the\u00a0<a href=\"https:\/\/oklahoma.gov\/tax\/individuals\/parental-choice-tax-credit.html\" target=\"_blank\" rel=\"noreferrer noopener\">Parental Choice Tax Credit<\/a>, a program that\u00a0provides a refundable income tax credit of up to $7,500 for eligible families who pay or expect to pay for qualified expenses such as K-12 private school tuition and fees.\u00a0<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Speaker Hilbert and Senate President Pro Tempore Lonnie Paxton\u2019s&nbsp;<a href=\"https:\/\/www.oklegislature.gov\/BillInfo.aspx?Bill=HB3705&amp;session=2600\" target=\"_blank\" rel=\"noreferrer noopener\">HB 3705<\/a>&nbsp;increased&nbsp;the Parental Choice Tax Credit cap by&nbsp;$25 million, giving&nbsp;nearly 4,000&nbsp;students&nbsp;the opportunity&nbsp;to&nbsp;access&nbsp;a school setting that&nbsp;best&nbsp;meets&nbsp;their&nbsp;needs.&nbsp;<\/p>\n\n\n\n<h2 id=\"h-teacher-policies-that-strengthen-classroom-learning-nbsp\" class=\"wp-block-heading\"><strong>Teacher Policies That Strengthen Classroom Learning<\/strong>&nbsp;<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">In 2026, lawmakers\u00a0renewed\u00a0their\u00a0focus on the\u00a0most significant in-school\u00a0driver of\u00a0student achievement: teachers.\u00a0Three new laws\u00a0were adopted that\u00a0address compensation, education requirements and paid family leave.\u00a0<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Sen. Pugh and Rep. Ronny Johns\u2019\u00a0<a href=\"http:\/\/www.oklegislature.gov\/BillInfo.aspx?Bill=HB4268&amp;session=2600\" target=\"_blank\" rel=\"noreferrer noopener\">HB 4268<\/a>\u00a0creates\u00a0a three-year pilot for growth-based teacher compensation and restores a $5,000 stipend for National\u00a0Board Certified\u00a0Teachers. The pilot will test a compensation approach tied to student growth while\u00a0also\u00a0recognizing teachers who have met a rigorous professional standard.\u00a0<\/li>\n\n\n\n<li>Speaker Hilbert and Sen. Seifried\u2019s\u00a0<a href=\"http:\/\/www.oklegislature.gov\/BillInfo.aspx?Bill=HB4427&amp;session=2600\" target=\"_blank\" rel=\"noreferrer noopener\">HB 4427<\/a>\u00a0sets minimum education requirements for adjunct teachers and\u00a0ensures they are\u00a0not providing\u00a0core instruction in pre-kindergarten through fifth grade.\u00a0<\/li>\n\n\n\n<li>Rep. Brad Boles and Sen. Pugh\u2019s\u00a0<a href=\"https:\/\/www.oklegislature.gov\/BillInfo.aspx?Bill=HB3467&amp;session=2600\" target=\"_blank\" rel=\"noreferrer noopener\">HB 3467<\/a>\u00a0extends paid\u00a0maternity leave\u00a0to full-time\u00a0public school\u00a0employees who adopt a young child.\u00a0\u00a0<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Teacher quality, staffing&nbsp;stability&nbsp;and classroom&nbsp;expertise&nbsp;shape what students learn every day.&nbsp;When paired with&nbsp;paid family leave policies, policymakers can&nbsp;incentivize teachers to stay in the profession, recruit more candidates to the&nbsp;workforce&nbsp;and ensure more classrooms are led by excellent teachers.&nbsp;In 2026 and beyond,&nbsp;Oklahoma lawmakers are&nbsp;ensuring&nbsp;students receive foundational instruction in reading&nbsp;and&nbsp;math from qualified teachers and teachers receive adequate leave and compensation.&nbsp;&nbsp;<\/p>\n\n\n\n<h2 id=\"h-making-phone-free-schools-permanent-nbsp\" class=\"wp-block-heading\"><strong>Making Phone-Free Schools Permanent<\/strong>&nbsp;<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">In 2025, Oklahoma lawmakers passed a measure for a one-year bell-to-bell distraction-free schools policy with an optional opt-in following the\u00a0initial\u00a0pilot.\u00a0This year,\u00a0Rep. Chad\u00a0Caldwell\u00a0and Sen. Seifried\u2019s\u00a0<a href=\"https:\/\/www.oklegislature.gov\/BillInfo.aspx?Bill=HB1276\" target=\"_blank\" rel=\"noreferrer noopener\">HB 1276<\/a>\u00a0makes Oklahoma\u2019s bell-to-bell phone-free school policy permanent.\u00a0\u00a0<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A&nbsp;<a href=\"https:\/\/penntoday.upenn.edu\/news\/angela-duckworth-over-20000-educators-share-insights-school-cell-phone-policies\" target=\"_blank\" rel=\"noreferrer noopener\">survey<\/a>&nbsp;of more than 20,000 public school educators released in October 2025 links stricter cell phone policies to less in-class phone use and higher teacher satisfaction.&nbsp;Limiting digital distractions will&nbsp;not only&nbsp;improve&nbsp;focus for&nbsp;Oklahoma\u2019s&nbsp;students&nbsp;while in the&nbsp;classroom,&nbsp;it&nbsp;will also&nbsp;increase teacher satisfaction&nbsp;statewide.&nbsp;<\/p>\n\n\n\n<h2 id=\"h-looking-ahead-to-oklahoma-s-2027-legislative-session-nbsp\" class=\"wp-block-heading\"><strong>Looking Ahead to Oklahoma\u2019s 2027 Legislative Session<\/strong>&nbsp;<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">As a&nbsp;result of 2026&nbsp;legislation,&nbsp;Oklahoma students should see the difference in the places that matter most: stronger reading instruction, clearer math support, more learning&nbsp;options&nbsp;and fewer distractions during the school day.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Looking ahead, statewide elections in late 2026 will see a newly elected governor and&nbsp;Superintendent of Public Instruction take office in early 2027.&nbsp;While there will be shifts in statewide leadership, we expect lawmakers to remain focused on student-centered policies like 60 minutes of&nbsp;required&nbsp;daily math instruction,&nbsp;successful implementation of the Strong Readers Act, strengthening the tax credit scholarship program and&nbsp;increasing&nbsp;school accountability.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<h3 id=\"h-references\" class=\"wp-block-heading\">References<\/h3>\n\n\n\n<ol class=\"wp-block-list\">\n<li>Nces.ed.gov &#8211;
