Second-Level Reference Label Generation Rules
Reference rulesets a registry can adopt as the basis of its own second-level policy. These are templates rather than operational rules: each carries instructions for adapting it to a zone and depositing the result in the IANA Repository of IDN Practices.
Each ruleset is a starting point rather than a finished policy: a registry adapts one to its own zone, and deposits the result in the Repository of IDN Practices. The files themselves carry instructions for doing so.
