Changed the way confyui is deployed

Move src/ to container-images/
Move workloads/ to kubernetes-manifests/ and use kustomize to choose accelerators
Create a checkpoint downloader in container-images/ and move copy-checkpoints/ to use it
Check if provider kubernetes is needed
Check if google-beta provider still needed
Check if google_project_service can be moved into the core platform, or inference-ref-arch platform
