str2fp now only saves to caller-supplied variables if strtof/strtod consumed whole string

switching from sscanf to strtod for numeric parsing (under fa_IR.UTF-8 on GLK mac strtod works but sscanf fails). Also, airDecimalSeparatorLearn now sets decisep[-2] to just 0 or 1 for strtod works or doesn't. Still working on error checking around use of fpio.c functions in airSinglePrintf and airSingleParse and elsewhere
